Sounds more like and anti-Moonbeam urban legend that reality.

What "toll road"? With a true "toll road" you can't use it at all without paying the toll(s), like the Maine Turnpike. Those Fastrak lanes added onto existing freeways are hardly "toll roads", even though the website calls them that, because you can still use the freeway without paying the toll, just stay out of the fastrak lane. Over the last several decades there have been several proposals to build toll roads here in Calif, but it's never happened.
