Cleaner-burning PRB coal being exported to China is not just "possibly shipped by rail," it already is.

As for natural gas (which indeed is already replacing coal in many locations), it too is already under attack by environmental groups. In fact, the Sierra Club's stance on NG has been highlighted not just in their own circles but by various news outlets because of signs of collusion between NG producers and the Sierra Club in their efforts to shut down coal, and new signs that the Sierra Club is taking a tougher stance against NG as well.
