I suspect PB is focusing too much their seismic analysis on the 1857 Ft. Tejon quake, which could rank as the strongest in the recent past. I doubt they really know how much Tehachapi felt that one and don't forget 1952. My view is Tehachapi presents a much longer window of exposure in which bad things of many types can happen.
You can breach Tejon crossing all faults at grade. Rumor is the new PB alignments above comprise long sections of 3.5%, equal to the steepest at Tejon.
