A couple of questions for OPB ;
-- An " Open Access to anyone " railroad idea was tried in England 10 - 15 years ago, with mixed results. What failed there, & what would make the idea workable here ?
-- What would become of current Railroads in the U.S. ? Would they be reduced to landlord status; responsible for maintenance of the right of way only ?
-- How would the idea go over with the stockholders, who would potentially see their investment lessen in value ?
