That's actually the biggest problem. Chain gang labor works for basic stuff like hand lining, hand tamping (ugh), and hand tie replacement.

Major engineering though? Ballast profiling? Ditching? It takes far too long, and that's providing you can even get a cooperative corrections department.

When in doubt, do it professionally. Jail labor is like steam locomotives, useful in very limited circumstances, outdated in all others.
