Planning for this has been in progress for over four years, so there shouldn't be any issues remaining; the trestle (which has been an issue for several years) will be replaced by then, the train is mostly Surfliner equipment (except for 3751, of course), and it will be running at off-peak times (for the most part) so there shouldn't be any conflicts with regular Amtrak or Coaster trains.
