You have almost NONE of the information correct.
A tractor trailer rig drove off the road and hit parked rail cars on a siding of the Portland & Western Astoria Line.
The big rig was hauling a flammable material. The crash ruptured the big rigs tanks and the contents burned up. Severe heat damage to the rail cars, but reports are they held their contents, did not rupture, burst, or explode.
Nothing but a frame of the tractor trailer rig is left and the driver appears to be deceased.
The rail cars did non de-rail and no trains were moving in the area at that time that have been reported.
This happened about 0830 on Sunday December 13, 2015. By noon the fire was contained and/or out and the local roads and St. Johns bridge were being re-opened to traffic.
Clean-up, environmental remediation and further investigation is still underway.
