I have known several well qualified candidates who were passed over for the position of UP trainman. I know one who scored 100% on the written test, which must have been prepared for the 8th grade level. Yet, UP keeps hiring the morons who are hard on equipment, can't follow rules, won't show-up to work, quite often can't pass the squirt test, and overall, are just a liability to their co-workers and the company. Most of those no-loads who are hired don't last much more than a year or so.
Perhaps it's the middle-management afraid to hire someone better than them and then I believe a lot of the HR managers and their huge egos wouldn't know a qualified and honest employee from one who is a liability.
