The United States does not spend "100s of billions" on foreign aid. The total amount is $37 Billion, or just around 1% of the total federal budget. You're way off the mark.

Although, globally, the US is one of the largest donor nations, as a percentage of GNP it ranks behind other nations.

Much of the aid is for addressing AIDS/HIV issues. If you believe that nations accepting such aid are "scum leach countries," that says more about you than the government's funding policies.

By the way, 'tis the season for "Peace on earth, goodwill to all." I guess you didn't get the memo.

Even if all federal aid to other nations is eliminated, it takes an long trip to the far ends of the earth to believe that reallocated funds would be spent on commuter trains or any other form of public transportation for that matter.

Many others would argue that the money should be spent on education, health care, the Supplemental Nutrition Assistance Program, National Parks, crime, addressing heroin addiction or ensuring that there are abundant and clean water supplies.

Then there are others (a large portion of the electorate) who would not want that money spent on any of those things. They would prefer that their federal taxes be lowered accordingly.
