I wouldn't particularly call the Las Vegas Monorail efficient and effective. It doesn't go to the airport, and it runs around the backs of the casino/hotels so that it's a long, long walk to the lobbies and The Strip. Strikes me more an attraction that a public service. I believe I also heard they were in dire financial straits due to low ridership.
