Walmart's warehouses do much the same thing. They typically demand a super-sweet deal from the (usually small) city, often including a near-total local tax amnesty, then provide a bunch of low-wage jobs and an overwhelming volume of truck traffic (Walmart doesn't use rail even if, as in Porterville, it was next to the building). Then, when the original tax deal is up, the city has to extend it to keep the warehouse, or else Walmart goes someplace else in the region leaving the city to pick up the pieces. Did that to Porterville, which couldn't afford to extend the deal. It's a business model.
