That the guy was allowed to bring a refrigerator on a BART train may be the result of poor judgement, but it is certainly not an overall indicator of BART's abilities.

I do not live in the Bay Area, but on several trips to San Francisco, I've used BART to travel from the airport to the City and back. It worked well for me and was much less expensive than a cab. Thus for me (and I'm sure many other riders) BART did get something right.
