My department in Sacramento had 3 main office complexes: one downtown, and two out on the east side. All were on or less than 1/4 mile from light rail, and about 15 minutes apart by train. Interoffice mail people daily trundled carts full of mail bins out to the train for trips between the complexes. Traffic declined as people began using more email, but certain things till have to be done on paper ... it's govt after all. Lower emissions and lower cost than using a truck.
