Agree that the RR would prefer not to do it that way, almost certainly. But it looks like it has been street running for a long time, and the city decided to repurpose a lane for bikes. Most likely not a major street. And potentially a revenue producer - look at the stop sign for bikes every block, that almost every bicycle rider with a Real Jersey will run.
