Another huge factor in all this: our current transportation systems can barely function due to capacity problems even when the weather is good. What used to be merely challenging back in the day when transportation infrastructure had lots of excess capacity and lots of available labor and equipment to deal with bad weather now is a deal breaker with even minor weather events.
