The reason for the name "America's PA" is that it is intended to be restored to operating condition with full Amtrak compatibility and inspection so that it can be available and used nationwide for various special trains and events. This is in comparison to the only other PA in existence in the US which is privately owned and is NOT intended for public representation of an Alco PA.
Yes, other railroads had PA's and some were in beautiful paint schemes, but the Santa Fe Warbonnet paint scheme is widely recognized by most if not all of John Q. Public across the nation. An Alco PA painted in Santa Fe Warbonnet paint scheme is also widely recognized as Lionel Model Trains had a train set featuring such an Alco PA in Santa Fe Warbonnet paint.
However, if that still does not please you, you are always welcome to contact the owners of the 4 other remaining PAs in existence and negotiate a purchase and repatriation of one of them. Then you can restore that unit into which ever paint scheme you would like.
