Now that Rob Krebs has departed, many of the pipe-dream double-tracking projects will probably never be completed. That one had no-go written all over it. The plan was to only extend the double track out to Babb siding. With the parallel UP line now upgraded, we're much more likely to see that line used as the second track up the top third of Marshall Canyon. To double-track that part of the canyon would have been VERY expensive. You can still find the survey control monuments for the topo survey that was done to get a cost estimate. All that is really needed is to build a pair of long cross-overs on the west side of Cheney. If you really want to play the double-track game all the way to Pasco, just run directionally (like in the SP&S line days) using the UP and upgrade the connection at Attalia (or build a connection in @#$%&'s Canyon and relay the SP&S line from there on down the north side of the Snake River).
The reality is that the Lakeside Sub is not at or near capacity. When it was rebuilt so that the SP&S could be removed, they built nice long sidings that aren't plagued with grade crossings. Then, the BNSF/Krebs-era double tracking of the Providence Hill bottleneck really improved things. The only other second track that I might expect to see is to add a second track to the short gap between Essig and Paha sidings down below Ritzville.
