Having been through there several times ... they would be better off saving their pennies for more grade seps and outright grade crossing closures. Last time I was there, it looked like a couple had been closed, plus of course several old grade seps, but they need more, with enough space for at least 4 through tracks. Then, the old grade seps that go over rather than under might be too low for overhead wire - they'll need replacing when HSR comes through (HSR being another reason for 4 tracks) or if Metrolink ever has the happy problem of Caltrain's where they need to go electric to handle the traffic. In all, Glendale and Burbank need to do their own local version of ACE rather than attempting some "quiet zone" fiddle.
