I don't believe such a rule exists. At least not for the last 20 years. I have done plenty of air tests on trains and cars picked up enroute that have run through the next terminal. The only requirement that I'm aware of is the 1000 mile test if the original test wasn't an "extended haul." An "extended haul" is a test that must be performed by carmen.
