It will be interesting to see what is one the cameras at the stations? If this is in a location covered and recorded?
Anyone who did this on purpose, even as a hoax, should be prosecuted for terrorist threats, as it uses up the same response resources, disrupts tens of thousands of folks (this morning hundreds of thousands because of the wreck on the I-5...), and is an act of sabotage in a time of war, as far as I'm concerned. We don't want this to catch on as a "hoax, either, with copy cats and the like. So if it is this kind of behavior, I'm for throwing the book at them, as an example.
Now back to the more likely cause of many of these responses..... It could have been some homeless person, not thinking of the appearances or consequences, locking up something like this in a public space, so nobody would steal it. This actually is quite common, I'm told. Remember, there is no shortage of stupid out there, either.
If you see something, say something, is in effect, however, until further notice, as best as I can tell these days........ So, your going to see more of this, if the security folks have any doubts at all.
