Being FRA compliant doesn't make SMART 'heavy rail' by the standard definition which Edward quoted. 'Commuter Rail' might be more appropriate. Same category that WES in Portland (RDCs) is in, and the older DART commuter services using RDCs. Same category as many of the EMU operations back east, sharing freight tracks. Same category as Caltrain, for that matter, especially since they're trying to get set up for EMU operation while keeping limited freight service.
