The FRA noted the various definitions used in transportation and decided to use the term "conventional rail" for what they regulate in order to sidestep confusion of terms.
Just reading the comments in this thread illustrates the problem. For example does "heavy rail" refer to heavy cars or to heavy loads, i.e. lots of passengers per line?
Perhaps it is just a word chosen to fit a certain type of service. After all, one could choose (at an official level) to call it whizz rail and all those wishing to succeed in a bid would certainly call it whizz rail. Of course this would cause problems for the mouse as he would (on principle) refuse to take a whizz.
I originally was using the spelling wizz, until I discovered Wizz Air, a Hungarian low cost airline.
