You might want to double check your sources, as there has been no proposal as such made in the Washington legislature. However, this is a significant and real threat in California and sponsored by Speaker Alan Lowenthal.

This is DOA in Olympia, were someone to propose it. The odds are slim that it would get passed in California, but it would almost certainly be vetoed.
