If you will read the FRA regulations,the length of time the horn must be sounded is specified together with sound intensity. Train speed and distance is not. There are some exceptions, for example, if the train is going to stop before it enters the crossing and then start up later. Quite a few train stations have a road crossing near the platform.
Specifications for quiet zone crossings are very precise. Very few crossings, even those with existing gates, meet quiet zone requirements. Thus very expensive modifications are required.
Also keep in mind that horns must be sounded if a power failure or mechanical problems keep the gates from closing. The municipality or other government body that requests the quiet zone is liable for any damages that may result from gate or local horn failure.
