I think is costs so much because the added gates, including everything to operate them, and fences around any sidewalks at the Quiet Zone (QZ) crossing. I do think the QZs work in cutting down RR noise through neighborhoods.
The QZs have been in place for quite a while now. What are the stats for accidents at these crossings? More incidents? Less?
