Considering that railroads have fifty managers for every one operating employee, who was managing this situation? Is a manager going to take the fall for this like they should EVERY time? Hell no, blame the rank and file you fail to train, equip or back up when crap hist the fan. Yeah lets send some barely qualified guys to go play remote control toy train on a yard throat that leads to a very active mainline.
