You could run one of the Santa Fe locomotives out of Sacramento on the main from old Sacramento or the Amtrak depot. BNSF has trackage rights north out of Sacramento and on up the feather river canyon and south to Stockton the former WP line. The 4449 was approved to operate back in 2002 for the return to freedom trip by Union Pacific under the liability of umbrella of BNSF into Sacramento however only did not go that far south out of fear of not selling enough tickets to support the trip. So ended that trip at Bend, Oregon. So a mainline steam program out of Sacramento with some special appearances on the Sac Southern around the station area like they do for rail fairs is totally possible.
