SB 32? Must be a symbolic number ... so this is SB32 v2.0? More like SB32 1.2, really.
If anybody remembers, the GHG thing in California got started in a big way with SB32 back in 2006 [

There seems to be a perception that the original SB32 sunsets in 2020 - it doesn't, but it has no specific emission reduction deadlines to meet beyond 2020. So the "new" SB32 mainly adds another deadline and requires a report by ARB to the legislature. [
