If you believe The Press, that sounds like the U.S.

BTW, there *is* a good deal of local-level corruption still in place in the Eastern U.S., at least based on the stories I've heard from friends who moved there (NY, New England areas) from California and discovered how difficult it can be to do minor improvements (NOT "This Old House" level) to a house. And how much and how often a lawyer is needed. CA is a model of good government by comparison.
