If private money rebuilds the Canyon....(BTW its only 100 miles in the Eeel River Canyon not 300 from Dos Rios to South Fork,) then the Friends of the River and other environmentalists can't do a thing about it but pound salt! Like the rest of the NWP, the line to Eureka has never been abandon so the jurisdiction lies with the STB. (The Feds.) If public money is involved, its a whole different ball game.
