Concession agreements for ports and railroads are generally referred to as public-private partnerships or 3p's for short.

Goldman Sach has been very involved with financing some of these design-build-operate 3p concessions around the world. They are also being used internationally and being considered in the US for highway, water, and high speed rail projects. The Governator just negotiated to add a provisions for 3p investments in the newest version of the high speed rail bond bill in California.

Yes, Goldman is probably looking at several locations for possible investments of this type, including Mexico. This is the kind of due diligence you do when deciding where to risk this kind of capital.

As to future need, container volumes are projected to increase three fold on the west coast in the next 30 years. And, yes, with a lower dollar and high farm prices, we are seeing some revival in certain areas of American manufacturing (does anyone really want to buy the cheaper Chinese made difibulator?). Thus, some of these containers may actually go back with more than used newsprint and cardboard in them.
