Nothing about Public Officials either. This is simply a contracted Port Terminal Operator declaring bankruptcy, nothing more. Maybe Ports America feels that Port of Oakland charges too much for use of the slip & the Terminal, however that should have been spelled out in the contract that Ports America signed 7 years ago and now wants out of.
