You know, what I'd do is really look hard at what you are going to do while in Long Beach.
There are trips, such as my most recent trip a couple months ago, that I did entirely with transit. No car needed. But I planned my trip to make sure transit was available (even buses, which I had ZERO problem with down in L.A.)
Othertimes, there may be things I want to do where a car becomes desirable; or on a longer trip where I have more luggage and don't want to deal with it on regular transit.
Without knowing the details of your trip it's hard to say...but getting from Union Station to Long Beach is easy, and Long Beach generally has a pretty good transit system. The Passport is a downtown circulator shuttle hitting all the waterfront tourist attractions and downtown Long Beach - and it's free, and frequent. Just look for the red buses and the specially marked Passport bus stops.
As for driving...I just made sure not to be on the roads during rush hour, and it's fine. In some ways L.A. "traffic" is exaggerated - sure, there's a heck of a lot more traffic than up here in Portland, but the roads are also much larger. Just know where you're going, and you'll be fine.
