Sorry but that is absolutely not correct. The rule cited applies to the qualification of the engineer over the route, not the ownership of the locomotive. Amtrak engineers are certified to operate over the route regardless of who owns the lead locomotive - just as the Metrolink crews operate the BNSF locomotives that are covering the cab cars.
