You are complaining about letting legal immigrants into California? How are you going to stop them? If a Texan, New Yorker or Dakotan wants to come here they have that right.
And we are getting better on the energy front:
California is using more renewables and less natural gas in its summer electricity mix
Thermal is electricity produced by burning stuff, mainly natural gas. We also reduced our need for electricity by about 1.5% because of home solar installations in 2015. That doesn't show up on the charts which are only utility production. We are now the 48th highest (and getting lower) state in electricity use per capita. While the rest of the country has continued to climb in power per person we have been essentially flat. Note that hydro increased as expected, it was a wetter year, but so did renewables. The bump in the middle is solar. The edges are wind. Not much sun at midnight.
