You guys over think this.

There are exceptions to EVERY rule.
Steam Locomotives CAN and WILL have exceptions / waivers / exemptions.

Look at the purpose of PTC.

To have a back-up if THE human engineer fails.
Diesel locos often have one human up front.

When was the last time you saw a steam locomotove with one human up front???

There's always two, and often four or six.

NO PTC REQUIRED FOR OCCASIONAL STEAM OPERATIONS.
