Around Northridge CA Metrolink does the dispatching on 160.545 and has done so for the last 10 or 20 years all the way out to Snoorepark, er, ah, Moorpark. They use the same freq all the way back to Taylor and up to to Lancaster so maybe Oat Mtn was not the best choice for their transmitter.

No, you won't hear the SP dispatcher around Santa Barbara from Northridge on a scanner.

Scanner can be checked using weather channels, and as far as I know Metrolink (SCAX) detectors all talk after a passing train.
