Safe crossing at Del Mar? You mean were the cliffs are collapsing? Where after one spot fell you could see cracks forming for another collapse along the joggers path nearby?

There is a street crossing down by the old Depot. Use it.

Ride the train through San Clemente and see all the safe stairways in rubble that have been built down the cliffs there.
