The ideal, really, is for the railroad to tunnel (double track) under Del Mar well behind the bluffs, in a small-scale version of what's been proposed for San Clemente. Unfortunately, that would cost real money so it's way down the priority list, but it *would* permanently eliminate the beach access issue at least as far as crossing the tracks is concerned.
