Yes it is true. The story can be found in John Signor's "Tehachapi" book. Basically SP would not play well with Santa Fe, so Santa Fe started looking for a route north out of Los Angeles. They would have followed the SP line through San Fernando to Sanata Clarita, then north along what is now the I 5 corridor
