The Railroads are finally in the transportation business, not the "railroad" business, (after a thirty year process of retooling the industry). They are not interested in being in the business of supplying custom rail cars and low turnover inventory "storage", this is better handled by car leasing companies, where there are better economies to ownership, usage and maintenance.
