Considering the amount of building damage in this case, and the alleged presence of considerable asbestos (probably liberated from old parts of the structure when disturbed), under present-day rules everybody does have to step carefully while clearing things up. The old days of just getting in there with cranes and pulling it apart don't exist any more. Yes, that also delays NTSB access to the cab car, unless perhaps somebody from NTSB is willing to sign all sorts of waivers and dress up in a space suit to climb in there.
