Originally angle cocks didn't have locking handles, so wear on the valve's cock and vibration could cause it to close. However, in the Federal Express wreck, rubbing against the car frame closed it. See 1953 Pennsylvania Railroad train wreck on wikipedia (I though I had a copy of the ICC report, but I think it got lost in a crash a while back).
