He is doing what his board wants him to do, he does have a boss. However, the board is political and only cares about public perception. The GM should actually educate the board on the regulations before he shoots his and their feet off.

IIRC the board chairperson was fighting the creation of SMART long before a shovel was turned, and is not in favor of any freight traffic over the line.

Actually, NCRA should sue them for impeding interstate commerce. Also the FRA also regulates SMART perhaps only the media is keeping this alive and SMART will learn a lesson.
