Yup. They refer to the location as "Brazos Jct," although there's no actual junction. I reckon they could've just as well called it Panelli Jct, or maybe Capstaffastan.

SMART handles the dispatching for the NWP, so if NWP wants a Track Warrant, it has to be issued by SMART (or DUMB, as I've heard it called recently).

Anyway, it'll be interesting to see what the STB says about the LPG storage issue. From reading the filings, SMART might have a case.
