So what else is new? It was the same with the Embarcadero Freeway (at least until the Loma Prieta earthquake settled the matter for good). Trouble is, unlike the Embarcadero Freeway, the Alaska Way viaduct is a key part of the local road system (although some folks feel otherwise) and replacing it won't be easy.
