Track circuits - connectivity

Can someone explain in simple terms, why a freight train or loco will activate crossing gates with rail contact, and the new doodle bugs do not. From what I have read in various articles indicate it is a weight issue, but SMART like Bart added scrubbers to the wheels to trip the crossing gates.

Sorry to ask but I thought it should be an impedance issue not a weight issue, what am I missing?
