It has more to do with increased pressure enhancing the conductivity of the junction point between the surfaces of the wheel tread and rail than the size of that contact point. Besides, there is very little deformation of the wheel and rail no matter how great the pressure (up to a certain limit of course, and that limit exceeds normal wheel loadings).
