334's tender is outside because there wasn't room to put it inside. The only reason the 334 itself is kept inside is due to the threat of asbestos leaking due to deterioration of the boiler jacket. I'm sure the powers that be would love to be rid of it, but financially it's virtually impossible. It arrived by rail in the 1960s, but it certainly couldn't leave that way.
To Third Rail: I for one invested many years of labor and plenty of money into the museum. It was great fun back then, but I won't be back under the situation that has prevailed in the last 20+ years.
