If it were light rail, I'd say you're right. But it's not - it's a regular railroad train, so regular railroad rules (conductor and engineer, minimum) apply. As with Amtrak, the snack bar attendant/bartender (there *will* be adult beverages, right?) is not strictly a member of the train crew.

BTW, if you're analogizing SMART to a certain famous ship that had a fatal discussion with an iceberg, it was RMS (Royal Mail Ship) or SS (Steamship), not HMS (His/Her Majesty's Ship). HMS's usually have guns on deck, not furniture. /pedantic
